He also oversees HAP’s health care and quality activities, including medical management, disease management, health care utilization management, health care quality and pharmacy care management.
Bloom has more than 20 years of experience in the medical field, including multiple leadership roles in emergency medicine. Prior to joining HAP in 2016, he served as chairperson and medical director of emergency medicine at Genesys Regional Medical Center in Grand Blanc, Michigan.
Dr. Bloom received his medical degree from Michigan State University’s College of Osteopathic Medicine and did his residency in emergency medicine at Botsford Hospital (now Beaumont Hospital – Farmington Hills). He has received many notable awards for his clinical and academic work.
Jeff Chandler. Mr. Chandler (at right) has volunteered on the NKFM Kidney Ball executive committee for several years, including serving as event co-chair in 2017 and 2018. Jeff is currently executive vice president, and an associate in fidelity and surety bonding, at the VTC Insurance Group in Troy. Jeff joined VTC Insurance in 2003, following his tenure with the national surety company, The Hartford, where he was responsible for domestic and international contractors with work programs in excess of $200,000,000.
Chandler received his organizational studies degree from the University of Michigan with a focus on accounting. His education plus his broad background as an underwriter equips him to maximize a contractor’s surety terms and conditions while developing long-term relationships with a variety of surety carriers.
Chandler and his family are familiar with kidney disease. Chandler’s mother survived kidney cancer and his wife Alicia’s grandfather died of kidney disease. Her grandfather was one of the first people to use an “in-home” artificial kidney machine, a precursor to dialysis. Recently, Alicia donated one of her kidneys to a friend with kidney disease. Chandler enjoys golf, hunting, and spending time with his family at their home in Birmingham.

Dr. Norman lives with his family in Dexter.
Debra Zivian. Ms. Zivian (at right) has been involved with the NKFM, specifically the Kidney Walk at the Detroit Zoo, for over 10 years. Inspired by her son Danny, who has chronic kidney disease, she has been a steadfast supporter of the NKFM. For several years, Danny was the top kidney walk fundraiser, in both Michigan and the nation, raising nearly $100,000 through his small family team.
Zivian has a bachelor’s from the University of Michigan, a deaf and hard of hearing endorsement from Eastern Michigan University, and a master’s in inclusionary education from the University of Detroit Mercy. She lives in West Bloomfield with her husband Bob, a family law attorney; son Danny, a Michigan State University student; and son Matthew, a high school student.
“We are so fortunate to have this kind of talent, expertise, experience and compassion to add to our Board. Each one of these extraordinary members of our community will bring a unique perspective to the work we do preventing kidney disease and caring for those who live with it,” said NKFM President and CEO, Linda Smith-Wheelock.
